Geospatial and Geolocation Information Systems

Lynker’s spatial data and modeling experts create spatial data that NOAA, local communities, and state and local authorities use to study the effects of commercial fishing, recreation, and industrial use on marine ecosystems and resources. Our GIS Specialists have developed complex models, tools, and visualizations of biological, ecological and geological features that directly impact decision‐making and policy on the restoration of natural ecological functions, enhancement of biodiversity and increased abundance and size of species, and protection of marine habitats across the US.

Our work helps our customers maximize the value of spatial data that generate sophisticated models and tools such as the ESA Section 7 Mapper, NOAA’s National Nautical Charts, Ocean Planning in the Pacific Region, fisheries- and species-specific resource maps, and the National Marine Sanctuary Ecologically Sensitive Areas (SESAs) GIS model, which provides a visualization for government-designated remarkable, representative and/or sensitive marine habitats along the West Coast and Hawaii.

Web and Mobile Applications Design and Engineering

Lynker supports numerous IT projects. We possess NOAA-proven expertise in full software lifecycle development and management. As a Software Engineering Institute (SEI) Capability Maturity Model Integrated – Development (CMMI-DEV) Level 3 and ISO 20000 certified company, we provide mature, industry-recognized established project management and technical solution delivery processes, methods, and best practices that enable us to reduce performance risk, continuously verify quality, and expedite proactive, cost-effective delivery of products and services that consistently meet and/or exceed customer expectations. With deep connections and reach back to leading IT resources through our partnerships with organizations, such as DevLeague, and sponsorship of events, such as the Hack-for-the-Sea Hawaii 2018 event, we are innovative in providing IT solutions.

Data Analytics and Visualizations

Lynker recognizes that information is only as valuable as it is available, accurate, timely, and usable. We are experts in mining, distilling, and rendering scientific data into visualizations that support advanced analysis, modeling, and prediction. Our subject matter expertise, combined with our technical skills, enable us to develop dynamic tools using industry-recognized platforms and toolsets such as Tableau, Qlik, Python, TensorFlow, Adobe, and others to support evidence-based research and decision-making. Lynker is also working with leading machine learning/artificial intelligence vendors and toolsets to help our customers increase the value gained from their data – especially with respect to fisheries performance, species population variance and behavior, climate impacts, socioeconomic trends, and other indicators of scientific and policy interest.

Electronic Data Collection, Monitoring, and Reporting

Lynker provides innovative electronic reporting and monitoring (ER/EM) solutions – collectively called Electronic Data Collection (EDC) – that enhance the breadth and depth of scientific and technical data collection, analysis, and use across multiple fisheries. We seek, evaluate, and integrate core EM and ER technologies from global partners to meet customer-specific priorities. We leverage the expertise of our scientists, researchers, observers, and technologists to create next-generation toolsets for automated species and gear recognition, population assessments, and creative mash-ups that extend the value,  variety, availability, and usefulness of information collected.

Lynker also works with our customers to plan for the smooth integration of ER and EM into existing environments – demonstrating how these new technologies can truly benefit fishermen and the fishing community, as well as improve the quality, type, and diversity of data collected – and contribute positively to better fisheries resource management, reduced bycatch, and better safety at sea.

Unmanned and Remotely Operated Technologies

Lynker uses progressive technologies such Unmanned Aircraft System (UAS) fixed wing and hexacopters to collect data required for projects on abundance, classification, measurement, distribution, and population dynamics of marine mammals in the Pacific. We are also helping NOAA to refine policies associated with the use of UAS technologies in meeting various research needs.

Lynker also designs, develops, and deploys Underwater Aquatic Vehicle (UAV) technology to survey and capture imagery of remote areas, including mapping and photographing small atolls and islands, and surveying shipwreck sites. We have trained and certified UAV pilots on staff to operate UAVs for a variety of purposes. Lynker is also conducting comparison and technical assessment studies of the Modular Optical Underwater Survey System (MOUSS), a stereo-video system providing high-quality digital imagery in a smaller gear package, that is used by NOAA for underwater fisheries-independent surveys.

Nautical Chart Development

Lynker provides systems engineering, data management, GIS software development, and quality assurance support which has helped improve the accuracy, speed of processing, and distribution of critical nautical chart products to federal and commercial stakeholders. Our team built and supports NCSII (Nautical Charting System II), which is used by over 50 GIS Cartographers in OCS. The NCSII system maintains a vector nautical database which used to produce Electronic Navigational Charts (ENCs).
